To put it simply, whips appear to work similarly to claws in that have a right and left-handed variant so the animations work properly. I know this because I used the "help" command in the console, spawned a pair of dual and non-dual whips, and both had animations. So they're definitely in the game files.
However, for whatever reason, the left-handed variants which are named "[insert material here, i.e Iron, steel, etc] Whip Dual" are not craftable. Not only that but through at least about twenty hours of experience, I have yet to find an NPC carrying a dual whip variant, although I honestly cannot remember finding an NPC with a right-handed whip either.
Point being, at the very least, you should be able to craft all the "dual" variants of the whips.
