There seems to be an issue with dual casting Illusion spells, where sometimes the magnitude multiplier for the spell level works, and other times it doesn't.
My testing method: I made a new character, picked the calm spell from the starting room, chose the patron start at the bannered mare and headed straight to dragonsreach. I then toggled god mode to have infinite mana and started spamming the calm spell while dual casting it on Balgruf, Ireleth and Farengar.
They are level 10 npcs and calm works up to level 5. Adamant increases the dual casting multiplier to 2.5, so dual casting calm should work up to level 12 npcs. From my testing the spell sometimes works, sometimes a message pops up saying that the npc is of a level too high.
