Border on action shelf #27

The action shelf is opqaue and doesn't have a border, so it's hard to tell it's covering stuff. It sort of just looks like the fields are hidden when they are behind the action shelf. Adding a border will just make it clearer.

Make it inset with the background color, inset makes it a bit darker so it stands out.

Closing as the action tray was removed.
