Config file reseting to default

Describe problem (what you were doing; what happened; what should have happened): Attempting to add blocks to config file. The file is set to default on starting the game instead of allowing new blocks to be planted.

I saw that someone else had the same issue. I tried changing to the same Forge version that they were using. Same thing happened.
