Mod Version: 1.12.4

Single Player or Server: SP

Describe problem (what you were doing; what happened; what should have happened): Charms and stuff say on, right-click to toggle, but cannot actually be turned off.

Items crafted in the "off" state also cannot be turned on. See #2348
