Feature: port Stock upgrade from 1.12.2; port Operation upgrade from 1.12.2 with changes

• Stock is still export cable only as before. uses the same old logic
• Operation now instead of being cable-wide and turning the whole thing on and off based on the numeric < > text box, instead it uses the value on the filter stack for the operation, IF its in allow mode only
• moved some button alignments
• other small cleanup updates
