Operation upgrade does not work #555

Describe problem (what you were doing; what happened; what should have happened):

As the manual says, i tried inserting an Operation upgrade in both export and filtered import cables and set the filters to "Allow mode".
For example i put a handful of items in the filter of an export cable (say 9 iron ingots), and connected it directly to the side of a chest and to a line of network cables leading to a network root (i.e. to my main storage). The cable exported 4 items at a time instead of the 9 in the filter. I have also tried to change the values inside that "< = > bar", the cable priority, the other upgrades, to destroy and replace the network root in order to update the system but nothing changed. Same happened with import cables. The cable worked as if there was no upgrade at all.

I have been playing with this mod alone, in combination with Quark and Supplementaries for about 6 months and most of the time in the Better Minecraft 4 modpack (Forge 1.20.1) on two different PCs and always had the same issue.
