Resources Map Explorer - add possibility to drill down by selecting Region before Tier #364

For a particular Profession there are two ways to use the Resources Map Explorer. The current one is 1) select Tier, and 2) select map. The suggested is 1) select map, and 2) select tier which in this case is boiled down to available values only. If only one tier is available it could be auto-selected.

Implementing this requires some thoughts though. Even if starting out with the new path a user should be able to select any other tier (as if the 1st path) and select maps from that. How to add the "reset feature"?

One possibility would be to, when path 2 (select Profession, Map, and Tier), display all tiers but have the available value(s) topmost, then a divider and the rest of the tiers beneath. Are there more possibilities?
