During character import, some effects are detected. But sometimes, the character level has changed between the time the effect was cast, and the time of the import.
For instance, Lorewyne casts a Finesse buff at level 139. Then she dings and becomes 140. During import at this time, the effect is still 139 but it is imported as 140. So the stats are wrong.
