Description overrides for stats may contain formatting code like <rgb=#rrggbb> #499

This is OK in item description overrides. No example found in item stat description overrides. This is not managed in effect labels. See for instance 1879412478 "Ioreth's Slade-wrought Trigger Essence". May be this one issue was seen with generic (target?) item effects?
