Added a spellcraft resolver that can handle all cases (char level, rep-based, glory-based, virtue-based).

The item spellcraft calculator has been integrated:

when such an item is put in the gear of a character
when gear is imported
when character level changes May be there are some other cases where the computation shall be done. But this will be handled later, if needed.
