Improve support for Russian labels #619

Given that I have no reliable source for Russian labels, sometimes there are missing labels for objects. For instance, item sets. The tools shall use the English label if the Russian label is not available, so that the labels files do contain the same keys for all languages.

Done what's requested. Also, if there is a russian label and empty labels for the other languages, then use an empty label in the labels file.
