Request for ShortSwitch to be added #51

The api is almost the same as bit.ly. Requests are made to
api.shortswitch.com and must pass an APIkey.

It has limitation of 15 links per month for free account.
Until I implemented users' accounts and customizations (issue 32) I can't add 
this
service
