Add remaining functionality to forthcoming central hub #8

Most UKS functions are now implemented in KPBS patches. The planned central hub part for KPBS is a good candidate for incorporating some of the remaining small-scale industrial bits from UKS:

Extraplanetary Launchpads survey station and/or workshop
MkV "Ranger" inflatable workshop functions (MaterialKits production, etc.)
OSE Workshop functionality

But there is some stuff that won't have a place in the KPBS parts:

Planetary logistics are intended bulky storage parts like the MKS ILM, which KPBS lacks
All large-scale industrial processes belong to the large MK-III modules, but KPBS has no buildings that large to serve as analogs
