Fixed various thing in Database manager to re-use connections, and fixed
the url in web helper, and fixed an extraneous forward in loginservlet ,
which were the main reasons the login functionality wasn't working. Also
made a login filter that prevents users from accessing the admin pages
without logging in as admin
