Forge events & automatic config loading #49

Fixes #48 by firing the Events on the ModEventBus as other resourceloading related events also provides a helper to the ShimmerLoadConfigEvent to find configuration files by a ResourceLocation also Shimmer now tries to load Configurations for each mod using the modid:shimmer.json ResourceLocation
