Add a wifi sniffer for surrounding networks from the 3wifi database #7

Add a sniffer that will scan the networks around you, make a request to 3wifi and enter the found networks into the local database (https://github.com/LowSkillDeveloper/3WiFiLocator-Unofficial/issues/5#issue-2064582224). And do this every 15 seconds. It is not known when the server with the 3wifi database will stop working, it is possible to have time to download all the current passwords and pins for the current networks in the city from 3wifi. I don’t know if I’ll have time to implement this before the server shuts down, or if it will work at all...

I probably won’t add it, because this will lead to a lot of requests to the 3wifi server and this can be considered parsing.
