Create sky clearness plots #9

In the spirit of an old issue over in the NightWatch repository (https://github.com/LowellObservatory/NightWatch/issues/10) it'd be neat to pull information out of the GOES reprojections and compare them to what could be obtained from the allsky camera. Since that depends on the re-write of the allsky camera at this point, I'm putting the issue over here as a reminder.

Reminder: the allsky analysis code is done at this point and can be easily re-used once raw images become available in some manner.

If this works, the results should be stored in the usual database and then potentially added to NightWatch as an additional metric/plot.
