sounds are stored in a ".rSoundSnd" format
i should add that this is actually incorrect and the correct extension is .snd, with individual sounds being stored in an .ast format, turns out .rsound is just something added by ArcTool for whatever reason.

Dead rising (on the 360 or the remaster on PC) runs on MTF 1.0, and according to arc extractors sounds are stored in a ".rSoundSnd" format, which is an archive format, it can be imported into Audacity via import raw and the right settings, so maybe its an earlier version of .SPC?
I included some sample files here, X360 is x86, and PC is reportedly x64, hopefully this can be added :)
