Should be a invalid format instead of assigned issue. Behavior is not specified and differs from normal expectations

If a parameter is expected only once in the command but you specified it multiple times, only the last occurrence of the parameter will be taken.

The behavior of multiple flags for the same field is defined clearly in the UG and the error message displayed is corrected as second task is not assigned to any of the contacts.
