Switched to chrome sync storage, increased version number #2

Hey there, first time pull request here, so hopefully everything is in order.

It says it can't automatically merge, and I'm not sure why, but let me know if I need to change anything.

I work on multiple computers between home and work, so I figured it'd be nice to have the notes sync up. I switched the local storage to chrome.storage.sync, so it can sync across all devices. I tested this out and it seems to all work fine for me.

It does need a new storage permission, so I had to add that as well.

I see you made changes since I forked. I'm going to close this, get the latest, make my changes, and submit a new pull request.
