[FRG-271] shutdown cleanliness assert should not be disabled in FarragoObjectCache #601

[reporter="jvs", created="Sat, 19 May 2007 00:02:33 -0500 (GMT-05:00)"] This got disabled on //open/dev in eigenchange 9274 during integ from //open/dt/dev; I'm re-enabling it now. DT needs to resolve their red-zone issues and re-enable on //open/dt/dev too; this is an important assertion which needs to be maintained, since it catches code which forgets to unpin objects.
