Erroneous use of Action 2 in Protocol Specification #2

Section 2.3 Actions, before the last bullets, refers to action 2 when no such action exists, it should be action 3. Amend document and check that there are no other instances.

Actually it should be action 2, not 3. This is consistent with the JSON.

This would not be in keeping with WITS-DNP3. Is that an issue?

For me, no. And it's a lot less editing of document and code! @vtgav and @scombellack your views?
