update previous filesets #4

Adding COMPLETE file to each versions fileset reduces the install time for the package, since package manager does not have to check each file in the fileset when there is already a fileset folder for the venus.os version installed. This will not effect package managers ability to build filesets for newer os versions if there is a previous file that can be matched.
