Feature request: CLI #6

Describe the solution you'd like It'd be nice if all steps described in the README could be integrated into a single CLI tool where you'd be able to opt-in and -out of certain services without having to touch docker-compose.yml.

This is now implemented. I will be working on this further for #16.
