Start implementing getting FAIR score as a service similar to keyword enhancement.

At this time the PIs are not 100% what set of tests should be run. It is possible that the tests could be static once chosen, but see if possible to make this dynamic. It may be helpful for users to be able to chose which tests they want to use.

List of FAIRshare tests. Type of test will be determined by partner site. GIthub/GitLab would run software tests and the rest would run publication tests
