Revert "bumped gem versions" #39

This reverts commit 354b2e9d184c0642fcb0a48620f3583a4ff9efe0.

I broke the administrate stuff b/c I did not check before merging :(

I'm just reverting the commit here so I can get the schedule working again, and I'll get to work on updating the application and fixing the administrate issues separately
