Building home screen #4

I'm trying to start building out the homescreen, starting with a navigation bar up top.

Needed to configure the bootstrap-sass stuff too (oopsie)

I also pulled the navigation bar out into a partial (in app/views/layouts) so that it can be included on the help page too. Doesn't seem to interfere with administrate!
