Fixed Appveyor environment config script to support 64bit Python 3.x. #45

Fixes issue #26.

Updated Appveyor environment configuration batch file to link correctly for Python versions 3.x (64bit).

(just copied the run_with_env.cmd file from https://github.com/ogrisel/python-appveyor-demo/blob/master/appveyor/run_with_env.cmd)
