In DOCS.md Suggest to use locally downloaded config for ebusd

By default ebusd service comes with a config path and downloads config from the cfg.ebusd.eu or upd.ebusd.eu or ebusd.eu/config or such location. However the download of this config is dependent on internet connectivity and may be affected by ssl issues.

I disagree. Config is automatically downloaded by default. Config should only be cloned locally if system is offline or you wish to customise

For me, it only started working with a locally downloaded set of configs.
