Policies are an important mechanism to control who has access to which part of data. Since the S3I supports policies in the directory and repository via ditto policies, this PR adds some basic functionality to the S3I Flutter package.

It enables the user to:

pull a specific policy from the directory (but the data structure is the same for the repository)
request and manipulate parts of the policy entry
update a specific policy in the directory
