1.19.4 Setting Marriage percentage to 0 in the rules with the blueprint does not disable marriage #757

Describe the bug A clear and concise description of what the bug is.

Brought 2 villagers from a different village to mine, my village has the marriage percent set to 0 so no villagers should be getting married. I set their home point and they agree to it. I leave for a bit and a couple minutes later, the two villagers are married to eachother. I have to kill one of them as I only wanted specific villagers married and the villager left alive automatically marries one of my villagers without me using the matchmaker's ring.

To Reproduce Steps to reproduce the behavior:

  1. Make a village in 1.19.4 and get up to the Mayor rank
  2. Set the village rules to prohibit marriage
  3. Bring a villager from a different town and set their homepoint in the village with 0% marriage
  4. They get married anyway
