Marriage percent is stuck at 0% #761

Describe the bug Going into the rules to change the Marriage percent, it seems to be stuck at 0. It wasn't before, and I never touched it. It just randomly set to 0, and everytime i try to change it it doesnt work. Tax collection and Birthrate percent is fine and I can change that, but not marriage percent. I do have hero of the village buff, is that why?

To Reproduce Steps to reproduce the behavior:

  1. Click on Rules
  2. Try to change marriage percent
  3. Leave the Rules screen
  4. Go back in
  5. Marriage percent is back at 0%
