ft3 to MEI conversion removes rests (empty flags) #1

When converting from ft3 files to MEI files all rhythm flags with no notes beneath them (essentially rests) seem to get removed. In MEI they should just be represented with a <tabGrp/> containing a <tabDurSym/> and nothing else.

Hi, I'm the author and maintainer of luteconv https://bitbucket.org/bayleaf/luteconv/src/master/. Luke kindly produced the Windows build from this github fork. Please raise your issue in my repo and send an example .ft3 so that I can investigate. Thanks.
