Relating to #37. There may be some data quality/alignment issues between the addresses in the GNAF dataset vs those in the NBNco API. NBNco have previously highlighted this quality issue

And it may related to properties with no buildings, renamed roads, locations with multiple addresses, etc.
I don't think there's anything we can do about this - if NBN API won't resolve the address into a locid, then we can't get the nbn-upgrade status.
