Remove non-working sat24 doppler provider from sb-doppler, and add the Netherlands

The doppler provider for Europe and Africa is permanently shut down: https://github.com/LukeSmithxyz/voidrice/issues/1394, so remove it.

I also added the national weather service of the Netherlands as doppler provider.
