Dutch translation

Made a Dutch translation of the content. I'm new to contributing so I have no idea where and what to do next. I would also like to ask @truedragontears to check the document to make sure its good enough.

Great update!

de_DE is German, the Dutch version would be nl_NL, and it’s not present yet.

The text from 2017 could use some updates. Especially the examples, some of the translations are too literally translated from the english source.
