This merges a fix for #68, allowing competitors in OE or IOF XML formats whose status is OK but they are missing times for controls to be considered as having completed the course. Such competitors have missing times marked as ??:?? to emphasise the fact that the competitor was deemed to be at that control but wasn't able to register the punch for any reason.
