I'm not sure on what you want me to do.. You need to learn how to enter DFU mode. You need to make sure that your device's buttons are all working properly. You can also try doing the entering DFU mode procedure while the device is plugged on wall. You can make sure that the device is in DFU mode by trying to power on the device. You will know that the device is in DFU mode when the Apple logo should NOT appear and the screen should stay black. You need to make sure that you are using a lightning to USB-A at all times (and using a USB-A to USB-C when necessary).
Hi, someone replied promptly which is kind but with a solution I had already tried. I may not have been clear that I had. So I had already used a USB-A cord so that's not the issue. Jailbroken iPad needs to be restored after attempting downgrade, and I've that done that at least 20 times.
