I have an idea in theory how to downgrade a5 devices without jailbreak, My ipad 2 icloud locked, and i cant installer phoenix, so, there's a method to do this:
First, get ios 9.3.5 ipsw, now in ipsw edit file named System/library/CoreServices SystemVersion.plist, and in file change Build number and version to 10B146 and ios version to 6.1.2, now get ota update to 8.4.1, this ios version allows side load 3rd party apps on not activate devices, after install, get EtasonJB, and install everything needed to downgrade.
Note! : to get update on icloud locked devices, get the tethered bypass
Is this method possible? I do not tested it, this is theory
