I have now done that I think, sorry new to docker files

@Chris-Archer-Upbeat I tried this branch with docker build . locally but it failed. Then I cherrypicked the first commit and failed too. I looked on the web how to install this library and finally found it and it worked: see https://github.com/Lullabot/drupal8ci/commit/5f0284686a70c4f11d7edb5335cb6c430b552866
