chore(ci): enhance tag creation with git subtree splits

• Convert array declarations to explicit bash syntax using declare -a
• Add git subtree split strategy for proper Go module versioning
• Create isolated commits for each module using temporary branches
• Add cleanup steps for temporary branches
• Stage push commands for manual review
