Why not just be specific about what the difference is? I.e. the options would be e.g. "Using MyAccessID" and "Using MyCSC (only with Finnish allocation)" I think that would be more confusing since most normal users will not necessarily remember how the portal they used was called. So I prefer stating "regular users".
Based on the PR #84
Some users with a Finnish allocation might click the "For regular users" tab without reading further / noticing the second tab. This far it has been: "For regular users | For users with a Finnish allocation"
To be changed e.g. to: "For regular users (with a non-Finnish allocation) | With a Finnish allocation" ?
This still emphasizes that the Finnish users would be somehow non-regular, but they/we kind of are an exception, because we are the only "exception to the rule". If you come up with something better, please suggest!
