The first time connecting to the server the server allows the queued client to connect and provides it knowledge about the server to store and use upon its next start up. The server as of writing this needs to give the client its ip and port to directly connect to next time it starts and the server needs to store the Mac address or other unique value of the device to verify it is a whitelisted device on top of a token that expires and needs to be renewed.
