Change the git fetch of the upstream https://sqlite.org repository, required because the history of the release branch has been rewritten

Dan I think you said you were keen to test this one out on an Ubuntu set up? I am going to assign it to you. I am not sure if this is the one that wasn't showing up. Please remove my assignment if its inappropriate.
