Config hasn't loaded yet error

On a number of configs for a bunch of mods in Medieval Minecraft 1.18.2, an error is seen in the configs saying they aren't loaded. Meaning that I can't change the configs in game with ConfigMenuMod, but I also don't think any changes made are updated in the mods even if I open the config file manually. The mod I've been trying to change is Ice and Fire for 1.18.2 to make the Dragon spawns more common, because as they are in the modpack they are incredibly rare and hard to find because of the increased world depth even with Spectator mode. But it could also be a problem that modded biomes don't spawn dragons in 1.18.2, but I don't know with certainty. I heard that this can be fixed by deleting the config file and everything in it so that when you next run the game a new one shows up, but doing that for a modpack basically ruins everything that makes the modpack special. Is there any other way to fix this issue?

Just edit the configs in the config folder from the modpack files.
