Server missing jeresources during initialization #311

Describe the Bug

During initial server start, jerintegration requests jeresources>=0.14.1.160, yet jeresources is not installed

Reproduction Steps

  1. Download server
  2. Start server
  3. Get error in log

Upon further inspection, Just Enough Resources is not in the modlist.html.

Unable to reproduce on v25, tried with a fresh installation and Just Enough Resources is on both the Client and Server properly.
