[X] I do NOT have both Apollo and the LEGACY API installed on the same server. (YOU CANNOT RUN BOTH AT THE SAME TIME)

Issue Description
Just like the title says, If using legacy lunar api, everything works fine.
But I've trying to migrate to apollo, I can see the waypoint in the list, but just not shown at world.
Reproduction steps
1. Trying to create a waypoint to player
2. Player can see it in the list
3. But can not see it in the world
