Add prebuilt compression-libs for macOS (arm64/x86_64)

• added zlib to .github/workflows/scripts/build-dependencies-macos.sh
• invoked the script to build universal, static libraries for macOS and copied results into external/precompiled/macos folder
• instruct cmake to pick up the precompiled compression-libs when building for macOS
• rollback a cmake-conditional requesting static-libs for macos, obsolete now (only static libs precompiled)
