Update downloads.md #89

Remove download link for ASTM22 notebook. The notebook itself was removed some time ago so the link is dead.

It would be nice to know the commit that removed the file in question. Also, your commit message would be much better without the first sentence.

The notebook was removed in #84, specifically commit a25fe18. The removal of the link should have been included in that PR, but it was not so we remove it now instead.
